How are console mods going to work? I really don't see Microsoft allowing a PC gamer to create mods for thier console and I am sure playstation somewhat feels the same. If this doesnt get shelved it's going to interesting.

Microsoft has ALREADY AGREED to allow it, or they would not have announced it.
It is likely going to be HEAVILY looked after by both Microsoft and Bethesda
guaranteed it will mainly be meshes and textures, maybe a few gameplay tweaks that amount to changing some strings and constants.
I highly doubt you will see a single quest mod on xbox or ps, unless its been highly vetted or touching one object in the CK doesn't break games anymore.
I'm interested to see what they allow, I doubt its much, unless they go full Steam and just let anyone and everyone dump garbage onto whatever platform they end up using.
from what they have said basically anything that can be made using CK will be allowed apart from "Kill children" mods, nudity mods and texture/model mods that violate the hard limits they set for textures and models.
Anything that injects code won't be allowed.
It wouldn't matter if they did allow it. The consoles don't have an environment capable of running programs like F4SE along side the game. The nature of the consoles alone precludes the use of ANY and ALL third party software.
