You need to have completed all the other Daedric Shrine quests before you can do Hermaeus Mora's, plus be level 20 and started a certain quest in the Main Quest chain. You can read more about in on the UESP http://www.uesp.net/wiki/Oblivion:Hermaeus_Mora.
