I noticed when I read about The Chapel store that you need to change something in your ini. file. Something along the lines of "Turn of the border"
How would that be done? And what exact line in the ini is he/she talking about.

Find the line bBorderRegionsEnabled =1 in the ini and change the 1 into 0. That's all.
