Just completed 'still in the dark' , siding with Hardin in the process.
Its seems I have the problem where the change in leadership is not advancing at all. I see quite alot of people have had this, but noone seems to know a way to get it back on track.Is it a bug? - Or do I need to do Veronicas quest to get it rolling again?

I had the exact same problem. Finishing Veronica's quest made no difference. That glitch marked my second complete restart of the game. Sadly it was not my last restart.
