Actually, yes they did. Listen to the Todd Howard podcast @ GI. They removed the old method of creating your character. You'll now pick already generated noses, eyes, mouths, etc. They used the same method to create the NPCs. That way, they can have finer control over how each race turns out.
Yeah, but didn't they say after you chose a preset, that you could basically tweak it to your specifications? I thought they had. Grr, I don't want to listen to the podcast again. x (
Do you know how long into the podcast it was exactly? Because I would swear that's how it was, and if so, it sounds awfully similar to the way that Sims 3 does theirs.
