In other words, the only job Elisif is qualified for?
In that case, he does us all a favour. I have misspoken
With Elisif, where does one start? She has absolutely no sense of proportion or idea of the value of things.

Imagine a world where electing a leader was based on appearance. I would support the Keira Knightley party.
Since I am Posting,
1. Elisif
2. Ulfric
3. Rubeus Hagrid because Rubeus is not a Ka-Po-Tun Agent.
I voted Elisif because She will be a good Puppet for the Empire, or a fine Vessel for Potema.
Elisif in all likelihood wasn't married to the young and freshly-crowned Torryg for much longer than the time since his murder, there's got to be a point where grief stops being an excuse. Besides, if she must grieve, she could go all http://www.cracked.com/article_20434_5-people-who-took-revenge-to-whole-new-level.html on the Stormcloaks, rather than Olga the Octopus at Thalmor parties.
Finally, my avatar is relevant
She's not. She doesn't have an idea in-game.
As for the 'idiotic hate,' I don't hate her. Not at all. She just has no business being High Queen. Her actions would decide the future of continents, if she gets her way, and she - as a grown woman, in her mid-twenties at the earliest - can't work out how she feels about a festival. She may have better intentions than all the other jarls of Skyrim, but good intentions don't make good government.
that's probably why Tullius is such a push over and dies without so much as a decent fight... I mean... answering to Elenwen and that snooty Elisif would make any grown man want to fall on his sword.
I voted
Balgruuf
Ulfric
and Hagrid.
A rather ridiculous reason to label Tullius as such. Thing is, he CAN overrule Elisif because it's the right thing to do with someone so incompetent for a high king. His reasons for fighting the war are rather obvious, (Shadow already said it) he was the selected general to do the job of putting down the rebellion in Skyrim. Nothing more.
I don't see why Ulfric kills Tullius. Surely if the man's their best general, it's better to let him return to the Imperial City as a living reminder that 'their best' doesn't mean jack any more, and that the golden days are over? Everywhere he went, he'd remind the people that the empire is nothing but a confidence trick. He could be branded with the symbol of the dragon, to make the message clearer.
Same for Ulfric and Alduin. Gameplay is a funny thing to put hand in hand with lore.
