Well, given the options:
1. Balgruuf, Brunwulf has a city to rebuild from the mess Ulfric and his kin made of it. He's a wise leader, if a bit cautious, and he's not a pushover.
2. Elisif, since Ulfric is a dead man, even if he takes the throne. Elisif should be High Queen, and if Ulfric wins, he will only bring down the wrath of the Empire on Skyrim, securing Elisif's place as High Queen. Skyrim doesn't need futher war with the Thalmor, but peace, as long as it suits our needs, rebuild the Nord army, then march on the south. Ulfric is nothing without the Dragonborn. Ulfric is a terrible Jarl and would make a worse High King. Elisif cares for her people, Ulfric only cares for power and recreating the old Skyrim. Out with the old, in with the new. Skyrim doesn't need a war, it needs to rebuilt, it needs to prosper. When war comes to its doorstep, the Nords will break their enemy there.
3. Beards, you can't go wrong with beards! Dough, manes are nice too.
I have a vision of a prosperous Skyrim, the Grey Quarter renovated, Winterhold rebuilt, Helgen made into a fortress, prosperous trade with High Rock and Morrowind, Dragonstar under Nord rule. Death of the old life and the rise of a Nordic Empire, come the collapse of the Mede Empire. Skyrim does not need warlords and generals right now, but architects and merchants, it needs to heal before it can expand. Warriors need to rest, recruits need to train, for war is coming, but hopefuly, no just yet. When the Thalmor come, the Nords need to be ready. The Empire may be flawed, but it is already collapsing, build up Skyrim and when the Empire does collapse, become the strongest human kingdom in Tamriel. Forge an Empire.
