I know that when I was asked to create a compatibility patch for Hillsborough Estate and Unique Landscapes: The Lost Coast, I discovered that it contained most if not all of at least two Unique Landscapes mods (Chorrol Hinterland and Entius Gorge), without having sought permission to include them, and it also contained Anvil Bay Expansion and an old version of Brew House (don't know whether permission had been gained for either of these). It provided Anvil as an open city, but I don't know whether this was done by taking Open Cities: Anvil (without permission) or whether he went through the process of opening it himself.
So there's a good bet that other people's mods had been integrated in as well, possibly without permission.
Following is all the readme contains in acknowledgement of other modder's content:
My thanx to the many modders that created great models for this game. Xuhl (Great Landscaping Mods his Unique Landscapes Series), windsurfer for his fish (I STRONGLY RECOMMEND HIS ALIVEWATERS MODS), domeaxy for his original Brew House mod, valamir for his Salmo the Baker mod, and any oher modders who uncknowingly helped me put this mod together.
Note the "any other modders who unknowingly helped me" at the end. He even thanks a non-existent person, "Xuhl" for creating the UL mods - all Unique Landscapes mods use resource directories beginning "xul" and the ESP filenames begin "xul" too, so I'm guessing this is what he took to be the name of a single modder creating all the UL mods, when in reality almost every UL was created by a different modder, as is made clear in the readme for each UL and in the UL forum thread here on Beth.
The mod should not be made available again until every modder who has "unknowingly helped" him has granted permission for their creation to be included in his mod, or until that content has been removed from the mod.
