As has been stated, as a Daedra Lord, Hircine is free to change his appearance by his whims, so the mask is just part of his face. In past times he has looked different, as when his shrine was built in Cyrodiil, his head was the form of a lamb with antlers.

He could look like a giant fork if he wanted to, but that's something Sheogorath is more likely to do.

Forks rule.

Perhaps, as the personification of hunting, he would appear as some great predator? He could have the face of a wolf/eagle/lion/shark something like that?

Since the Daedra Lords' gender seems to depend on the individual perceiver, might form also depend on who is "seeing" them (Invocation of Azura)? I know that most have consistent imagery, but they do seem to change slightly at whim.

Daedra lords can change their forms as they wish. So it's up to Hircine to what is behind the "mask"

Still, the gender-shifting of Daedric lords may have some unprecedented fringe-benefits...
