As has been stated, as a Daedra Lord, Hircine is free to change his appearance by his whims, so the mask is just part of his face. In past times he has looked different, as when his shrine was built in Cyrodiil, his head was the form of a lamb with antlers.

He could look like a giant fork if he wanted to, but that's something Sheogorath is more likely to do.

Well. I was joking about the second answer, but if it were up to me, I'd probably make his maskless face a mirror (in-game) since it would force people to dig up old game books to find an explanation.
