Well, it depends on when your story takes place.
If it's set during or after Oblivion or at anytime between Morrowind and Tribunal, you're going to have to take into account that King Hlaalu Athyn Llethan is deadsies.
It is during Morrowind. But are you sure Llethan is dead? I found this on Wiki:
