Hold guards

I really want for there to be an option where you get rid of Legion/Stormcloak camps so the soldiers are replaced with normal gaurds. Soldiers everywhere just take away variety from the game.

But the whole point is that they are in uniform to represent which side they are part of.

No..
They're there to in case the enemy attacks, which is only possible because of said camps.

Imperial troops are still stuck there and since Ulfric isn't the type to let people surrender I doubt he'll let the remaining legionaries to leave freely.

That actually sounds like a good idea, I'd love to make those stormcloak camps empty after I killed Ulfric.

I wanted to kill Ulfric when I found out he was replaced by that guy who helps the elves. I sometimes visit Imperial camps just to mess with the surviving Legate.

Same here, I just grind skills off them. Also, I would like a quest to get rid of the remaining enemies. In my case it would be the legates.
