I've been waiting to finish what seems to be the last quest in the College story because I am unaware if the quest rewards are scaled. Does anyone know if they are? I'm at lvl. 30 and was going to hold off until 40ish unless my level doesn't matter.

No, the final Mage quest reward is not scaled. It's fairly good earlier actually.

It isn't just fairly good early on, is it? I'm level 38 and there still hasn't been an item that comes even close to the reward that you get.
