Maybe there are some console commands that change this mini quest stage? Maybe you know ID of the quest? Or is there any other solution?

There is actualy no need to change it or reload since unlike other trading stations the general one(Trading emporium) has 3 possibile merchants that can do the job(Holt Combes, Rylee-trader form vault 81 that you meet at Lukowski canery or later in random encounters and Vault Tech guy-ghoul in Goodneighbur) so you can always just use one of the other 2.(all other types of shops have only 1 possibile merchant for them that will upgrade them to tier 4 shop)
