I have built every room, every upgrade, every size and have not been awarded this achievment yet.

Steam occasionally fails to detect an in-game action. Hopefully you have an earlier save just prior to finishing the last part of the building. If you're a one save type of guy- tough luck, next playthrough, and learn to keep several save game files.

Build 19 one unit wide, unupgraded rooms, no dwellers in them. At the same time.


Did the trick for me. My fault was upgrading or deleting rooms before building the next one...

I've been unable to complete the achievement by doing this.

I built one of each of the different rooms, only 1 wide and without upgrading and without any dwellers assigned to the rooms (I don't even have any idle dwellers), all at the same time. Twice. I've even had a list which I've been checking off to make sure that I didn't miss any.

I've also tried signing out and in again from Google Play Services from within the FO Shelter app, but that didn't help either.

I've divided my shelter so that the unoccupied areas aren't connected much. In such an area I then built the 19 rooms. I don't have permission to post links, but I have an image displaying the rooms (though I can't seem to find a way to attach files).

Any other suggestions?

It took a few hours, but the achievement finally popped (but without displaying when it did) after I had built everything as suggested and then just let them be.
