First of all, I really love these hooded blue robes (the kind you see the court wizards wearing), though I have a few questions and concerns:

1. Most, from what I've seen, start out with 75% mana regeneration bonus, but could I further enchant it with the double enchantment perk once I reach level 100, Or can I only double enchant items that have no enchantment?
2. Now, this robe takes up the face and chest slot, and I only seem to be able to enchant a face item, chest, and jewelry with fortify destruction. Is there a perk I could use so I could also enchant boots, or bracers?
3. Btw, why can't I enchant boots and bracers (or any feet or hands item) with this enchantment?

Sorry if these questions come off as being insignificant... I just take my aesthetics very seriously.
