Not really a shock. This game was only about Nords, and the rest of the races were just kinda thrown in.

There isn't a totally equal mix of races, unlike in Oblivion, because Skyrim is a mostly Nord province. In fact, the implementation of the other races seemed quite thoughtful to me, with Khajiits tending to be nomads, wandering merchants and thieves, Argonians tending to be menial laborers, the Dunmer as refugees, mages and mercenaries, Altmer as mages and scholars, Redguards as foreign visitors and recently integrated immigrants, Imperials as the meddling invaders and merchants, Bretons... not too sure about them, and Nords as the vast majority — in short, FAR more thoughtful than Oblivion.
Do you expect to go to Japan in real life and see 25% Caucasian people, 25% African people, 25% Hispanic people, and only 25% Japanese?
