I'm almost certain Bethesda believes "focus on narrative" means "more cutscenes".

But for real though? If 'better story' translates to 'more restrictions' I'd rather get my better stories from other devs and let Beth continue to do what it's best at.

Cut-scenes mean passive experience, boredom and complete annihilation of any remaining immersion. Like Mass Effect - might as well watch a film and play Gears of War during.
Do you know why Half Life was revolutionary? Among other things, because it managed to tell story without cut-scenes or breaking the player from character. Bethesda seems to be going the exact opposite way (although the fact you can choose dialogue mode could mean it's optional, we'll see).

They said that you can choose whether you'll perceive the dialogue as an outside person from third person camera or as yourself in first person camera.
No, you don't get it. Freeman is invested as much as whoever plays him.

You know, on a forum where people claim Fallout 3 had a good story and FNV was linear spin-off with uninteresting world and characters, not even what you say surprises me.

F 3 had a typical "save the day" story.
While NV was more about politics and you're role in it.
I hope that F4 is a mix of these two.
