Horrid sound (static) and choppy graphics

My systerm is: ASUS P8P67 series motherboard, Laterest Nvidea driver for GTX 970, i7-2600K 3.40GHz, 8GB RAM, 64bit, Win 7, Razer Naga left handed 18 button mouse, 2x 2TB Hard Drives, Razer Lycos keyboard, USB Sades SA-903 7.1 headset w/mic.
Sound is the worst, so static filled or cuts out completely.. I have managed to look thru the first houses nearby and not heard a single line of discussion with robot and can't tell if something is even talk or attacking because I can't hear it coming. Weather patters createded such static I had to turn off the speakers.
Video, because of the lack of fluid graphics it took me 3 hours to search 5 houses. There is something seriously wrong with this game setup. I have all past Bethesda games and many other game and they are all just fine. What are my options?
This is a steam install and this was posted there too but I believe this is a Bethesda issue.

The choppy sound's a dead giveaway that it's a Windows problem. Basically, when I encounter choppy sound, I bail out of everything I'm doing and restart the system (shut down, power off, power on). That fixes the problem about two thirds of the time. The issue is that Windows usually decides to get busy when the user needs full system hardware access the most. I've found that by getting updates, for example, under control (not to mention other software which has a mind of its own - e.g. kb3035583) I can get a decent session by http://www.gamesas.com/topic/1544320-incredibly-poor-performance-unoptimised/?p=24549666. And, BTW, Fallout 4 is not a particularly high-demand game. It's far far closer to Skyrim, for example, than, say, the current Star Citizen alpha.
