As far as a paid boost goes it's quite fair. It's initial movement speed boost is pathetic (I was outrunning them with my perma-lightning form) and you need to sink gold into it to get a reasonable movement speed.

As for "everyone should get a cheap horse," I agree in one area: PvP. You should be able to grab a one-use (auto-summoned) horse at any keep on your way out. Once the pre-orders (like myself, so keep in mind I am putting myself in the others' shoes) do level up their horses they will have an unfair advantage.

Given all of that, as you exit cold harbor where it's first sensible (e.g. Covenant, as you get off the boat). Have an NPC or something standing there with your horse (so that it doesn't break immersion).
