Hot keys fail?

Has anybody been able to get dual wielding to work with hotkeys? Whenever I select a weapon with a hotkey it equips in my right hand. When I select a spell with a hotkey it equips in my left hand. Additionally, if I have two weapons of the same material that have the same effect (even if their value and names are different) one of them overwrites the other in the quick menu and ends up becoming unfavorited. So I have to go into the inventory menu and manually select my weapons again every time I want to dual wield. At this point it is such a huge distraction that about 90% of the time I don't even bother trying to wield two weapons.

Am I doing something wrong? Is there some way to set which hand an item is attributed to and I just haven't figured it out? I hope I am just doing it wrong, because this honestly seems like a huge oversight for a game focused so heavily on dual-wielding. Also, how do I assign the same spell to two hands? Thanks to anybody who can provide any helpful information.

It's probably the 1 flaw I'm pissed about.

Im having the same problem. I actually started a new 2hander character because of this.
