The most attractive female NPCs I've met are Ria and Aela from the Companions. Maybe the court wizard of Riften. She's a disorganized mess, but she's funny as hell.

Edit: Oh yeah, the ambient daughter of the inn-keeper in Markart, Hroki, is hot.
