24 Hour Time

I've read the forums and have seen in several locations how to setup and use the 24 hour clock. But what I haven't seen is how to display the 24 hour time correctly. Generally any AM time from Midnight to 9:59 AM is preceeded with a zero.
Example...1 am is 0100, 2am is 0200, etc. I've tried to get the 24 hour time clock to display that without success. Being prior military i was surprise to find out that that missing zero is really screwing me up after years of using military time.
I know...I could just setup and use the 12 hour clock but if I can get the 24 hour clock working correctly then I would prefer to use that. Is it possible to display the leading zero's in the 24 hour time? Thank you for any help that can be given.

Are you asking about forum time?

You just made me realise that I always write zero in front of one digit date like 01.02.2011. and I have just realised how silly that it. That zero must be a relic from that old anologue clocks that faked being digital or something. I'll try to stop doing that! :D
