Considering how he went about crafting AI for various securitrons though, I do not think he had access to that level of tech.

Well he did project himself onto a securitron at the end of Fallout New Vegas so it might be possible for him to do it with an android.

He could put his mind into a destructive android and use it to overpower both NCR and Legion.

I'm thinking super strength/ speed?
