Being obstinate and ruthless can be good in times of crisis, but it can easily backfire if you turn it on your own people. Just look at all the quests that involve defending Venim's reputation against 'slanders' by other Houses (most of which are probably true) - not to mention his habit of sleeping with other Councillors' wives, and attempting to blackmail or even murder his political rivals. Even Athyn Sarethi describes him as 'tyrannical and unjust', and he's the one who praised Venim's leadership ability in the first place.
