He doesn't care about others, only about himself and the Strip. He basically tells people outside of the strip to go away.

But he is kinda right.
House cares for his immediate area, the rest he couldn't give a damn about and would nothing rather than just let it rot.
He bleeds the NCR dry for his own purpose so that they will collapse and he uses them as a shield against Legion so that they can be crushed.
Instead of just accepting going into NCR rule and ruling over New Vegas and it's area as a mayor with much control still intact he choses to just bleed them dry.
Which causes economical problems for NCR which in turn causes military problems for them which in turn will cause rebellions at some point to happen.
Hell, if it wasn't for House I might have actually sided with NCR.

I see this as a brilliant tactical move rather than a reason to dislike House.

Mr. House has good ideologies, but the way he goes about achieving his goals is to put it simply: rude.

I would side with House for his vision- of a brighter future for mankind. However his government structure is too crude,
too domineering and very despotic in fashion. So instead I usually just pull the plug on his interface and leave him to a slow death.
Not out of cruelty or vengeance however, but rather so he could act as a mentor to an Independant Vegas Courier, in his little time left.

why do people think he doesn't exactly care, yet when he wins, he guards the outer areas of the Mohave, such as Goodsprings and Primm. I guess in a way he's "expanding the wall around New Vegas" and other towns suddenly prosper and become rich when done right.

sure his government is a bit too crude (him, his right hand, and three families, with one of them that doesn't really care, and while all of them just want money.)

but hey, can't be perfect.
