No, contents inside player houses do not respawn.
If they did you would lose anything in the cell when they did, so houses have it disabled to allow hoarders to showcase their ill-gotten gains.

The downside being if you looted all that pretty jusnk you will have the fun of fighting the physics engine to put stuff back

Player-owned houses never respawn.

If you mean Non-player-owned houses, they're probably subject to the default cell respawn rate of 30 game days. Some cells will respawn sooner than 30 game days.
