I think after you finish up the MQ aspects of Diamond City and go to the Mayor's Office the secretary will remark that a house is available to buy.

I just purchased it, I haven't done anything with it yet but you can use the workshop and design it how you would like, the reason I wanted to buy it is because I wanted a place to call my own and not just live in a settlement. I'm my opinion it is worth it if you have an extra 2,000 caps to spare.
