I just cleared this dwemer temple and theres 2 levers locked behind gates, one is before the stairs leading to the front door the other is at the top of the mountain I hit all the levers and switches inside I think , it is kinda dark in there so I may have missed it .

The lever on the mountain top is for a lift that connects to Blackreach. You have to ride the lift up from Blackreach before you can drop the gates.

It's been so long since I've played Skyrim that I don't remember how to open the gates near the front door.

Yeah, if this is one of the lifts that connect to Blackreach, you need to access them from the lower end first. And you need a certain quest item to operate the mechanisms that allow you into Blackreach in the first place. If you play the Main quest far enough, or if you thoroughly explore far north, offshore from Winterhold, you will encounter the Daedric quest that allows you into Blackreach.
