It's pretty much all conjecture at this point, beyond that we know you'll be able to download and use mods on it.
Conventional wisdom says that you'll still need a PC to run the GECK to create mods, of course, and we're still not sure how the functionality is going to work (ie, will there be a Marketplace section, where do you go to select mods, etc.)
I think I recall Todd talking about how the game will make a backup save when you do load mods into the game, so that if it breaks something, you'll have a way of (potentially) going back to before you ran them. Which makes sense, as mods are notorious for crashing games.
There's been some talk about whether Microsoft or Bethesda will curate or limit what mods are available, and I think that will come down to where those mods are going to be stored/submitted for the XBox One. On PC, I can go to Steam for most mods, but others are hosted on other sites as well, of course. I'd imagine there's going to be one central place for XBox owners to go to (though I could be entirely off-base about that, even,) whereas on PC there's many places you could go to download them.
We probably won't know for sure until next year when these things come closer to fruition. (At the moment we're not getting the GECK until probably early next year, so it'll be a bit longer after that before any mods start becoming available anyway.)
Personally, I don't think there's going to be much trouble running most mods, and I doubt either company is going to worry too much about what gets put up beyond, potentially, restricting inappropriate content. Probably going to be the same as it's always been with PC mods - buyer beware and download at your own risk.
