How big can cell coordinates be before they start getting bu

I've been looking for information, and over an hour of Google-fu has failed to find anything. The information I'm looking for is relatively simple: How far away from 0, 0 can an exterior cell safely be created before engine bugs start causing issues? On a related note, are there any up-to-date resources that show all mods on an enlarged map? The only thing I've been able to find is a few outdated images that only show a small selection of the most popular plugins, in a relatively small area around Vvardenfell. When I get around to building my own islands and landmasses, I want to do it professionally, with minimized/nonexistent conflicts, even if there will only be 5 or so people that actually use my plugin. Thanks in advance for any help you may provide. :)
