In the Sanctuary quest, I'm trying to build a bed and I'm not able to. I have the items that are required to build a bed but the build option isn't available. The bed is always highlighted red but it doesn't turn into a green highlight when I'm trying to place the bed down in a empty room. Is there a certain perk I need?

So long as it's on a flat surface, you shouldn't be having issues.

You could try rebooting the game. Just reentering the workshop usually fixes the issues that it has.
