yeah, so i got sick of wearing veteran combat ranger and having NCR reputation at neutral. i got a mod which made it factionless, but now the condition is at high and feels a bit OP. id like to repair it myself and invest in it. how can i decrease this armors condition?

Really, combat is about the only way besides a mod to reduce the condtion of the armor. There is a syntax where you can spawn the armor from the console at a certain condition, look on the Vault Wiki for the console command for that. It is something like player.additem xxxx 1,25 which would give you the1 of the armor at 25% condition.
