I don't know, Bethesda has never been able to deal with them properly since they first appeared in FO3 which begs the question of why they decided to use them in Skyrim.

It's mind boggling that this issue still exists and has to be fixed by modders each and every time a new ES or Fallout game gets released. Goes to show how much polish went into the game.
