I'm looking for a way to hang an actor, from a noose that is. So far I've tried it with a dead skeleton and "Don't havok settle" clicking on the havok button in CK to see if it fell it didn't but in game it does. Maybe "Starts dead" is causing this but I can't have the actor alive. Are there any hanging NPCs in the game, I don't recall any?

When you say "hanging", you imply "by the neck"? What about sticking the npc on a tree branch, like the bodies we find when we get back to Helgen and bandits have taken over the place?
