How can I negate the damage that DT *doesn't* stop?

Hey guys, I'm trying to make a chem (http://fallout.wikia.com/wiki/Harden_your_Power_Armor) that somehow negates that small amount of damage that DT doesn't stop. I think it's something like 20% of the damage stopped by Damage Threshold still gets through, and well, I want to make that 0%, so that the only way you can be hurt while wearing Power Armor is to be attacked by someone much more powerful than you.

I was thinking about just slapping on a 20% Damage Resistance, but somehow I think that'd only stop 20% of the 20%, which is obviously not what I want.

So, what can I do?

Using that logic, wouldn't 100% damage resistance work?

Only if I want to stop ALL damage, which I don't (besides, DR only goes up to something like 85%).

Basically, in layman's terms, what I want is:

1. If your DT is more than the damage being inflicted, you should be able to shrug it off.
2. If your DT is less than the damage being inflicted, you should take that damage as normal.

See XFO. There's a component to that that makes DT work exactly the way you describe (for everything)

Of course, I have no idea how it was done! Might have to check with the creator. :)

Oh man, looks like it's all handled through a game setting, and I don't know of a script command that'll let me modify it ONLY for Power Armor. The setting affects EVERYTHING, which isn't exactly what I want. Damn.

With NVSE, you have SetNumericGameSetting script command.
