Some might consider it an exploit, but if you get Raise Zombie, then cast on everything you kill then attack with destruction spell of choice and/or your one handed weapon of choice they will level pretty quickly. (When I do this I usually come out of Bleak Falls Barrow around Level 10.) Of course it also levels conjuration but that pairs well with destruction and until you get fairly high smithing skills the Bound Sword beats anything you can make.
The glitch (Oghma Infinium, I assume you mean) was fixed.
1. Use trainers:
-The court mage at Windhelm can train destruction up to 50; the court mage at Solitude can train destruction up to 75.
-As for 1h, Amren (the guy you help get his sword back in Whiterun) trains to 50; the orc chief at Dushnikh Yal in the Reach trains to 90. Note that you'll get a level in 1h for doing Amren's quest.
2. Use skills:
-For destruction, use your most expensive spells. Runes are pretty quick, just beware of the massive push their explosions make on objects.
-For 1h, use the best base-damage weapon you can get a hold of and hit enemies. What can help here is using mace/dagger, shouting Elemental Fury, and doing the regular dual wield attack repeatedly. Don't use the dual wield power attack; it doesn't help. Stick to regular attacks.
If you're willing to raise Conjuration, you can summon creatures and kill them; also, you can necro any corpses you find and re-kill them.
You can also try angering a Stormcloak or Imperial camp; its leader is always essential. This is possible even without joining a side - you'll get murders on your crime tracker, but you shouldn't get a bounty. It will carry over to other camps (so, for example, if you sack Hjaalmarch Stormcloak Camp, then Falkreath Stormcloak Camp will aggro on you.)
Sword in one hand, fire spell in the other. Fight.

Destruction is the hardest skill to level up in the game. Damage yield does not increase with levels, but requirement does. All my characters use Destruction to some extent, none have gotten it to 100.

On another note, my advice is kill every single critter you see. leave no bunny, fox, goat or deer alive. The more you kill the more you skill.
You can hit any guard four times without them becoming hostile; on the 5th its a crime.
Or maybe on the 4th its a crime. Well one of them is right. I exploit the hell out of that.
Oh, and you can also earn one-handed up really fast during The House of Horrors Quest. When you beat up that guy using the mace. you can just keep healing him back to full. It takes a while though. really pretty boring. but it works.
