How to cap F04 to 30 FPS?

Please disregard the "why" of this, I just want to be able to do this. I'm on a Nvidia & Win7 based system.

right click your desktop, nvidia control panel > Manage 3d settings > add fallout 4 > change vertical sync to adaptive half refresh rate and apply.

Many ways to do this:

iFPSClamp (not recommended)

NV Control Panel / Catalyst (Crimson) Control Center

Third party utility (e.g. RivaTuner [installed with MSI Afterburner]). (recommended)

With Rivatuner you cap the framerate to most values, not just half values of Vsync. As long as Rivatuner detects the 3D application (which it has no problem with Fallout 4, for me).
