How to change a GMST that governs spellmaking and enchanting

So, It turns out that the GMST I want to edit for the purposes of balancing the enchant system is fEffectCostMult, not iMagicItemChargeUse, as I had thought.

Problem is that fEffectCostMult ALSO effects spellmaking, for which I don't want to edit this GMST (otherwise I will be more or less nuking custom spells). So, how can I set it so that the GMST is altered based on the situation (i.e. if you are in a spellmaking screen or an enchanting screen) rather than globally?

I was thinking maybe dialogue would be the best way to do it (not that I have any idea how), but I really don't know for sure. Help?

I don't think you can do that. That would be possible if it was a global variable, but GMSTs are more like constants. You can only set them via a plugin.

What's the quickest, easiest way to edit and/or introduce a setting that effects how many charges a soul of a given amount translate into?

I really, really don't want to have to resort to editing all of the souls manually. Notwithstanding that it would take longer, it would be hell for compatibility.
