How come the Irish follower, has an Irish accent?

Tenpenny, and probably Moriarty, in Fallout 3. Tenpenny mentions it in dialog, a terminal entry on Moriarty mentions it.

There was that one dude in the tower in FO3, the English guy, who supposedly had come over from Europe. Maybe this guy came with him?

how dare they include a foreign accent in this game. flying naval ships, aliens, genetically modified humans and animals are completely believable. but an immigrant in a post apocalyptic world??? that completely ruins my gaming experience.

I'm cool with Cait having an accent. However, some part of me wonders if that's a legit Irish accent or just a stereotype of one since her voice actress is Scottish (though she is of Irish descent.)
