Sometimes before I leave Goodsprings I hit Chet up to upgrade my varmint rifle. Whats up with the extremely low spawn rate of the night scope?

Unlucky? I usually always get the Night Scope and 9mm Extended Mags when I first visit Chet's shop. If you want to make sure he has what you want however save before entering his shop and the mods should change. Don't try to load the autosave however that doesn't work you have to save before going inside the store at all.

I just looked in the geck and it seems that Chet has a 100% chance to randomly spawn 2 mods from the following list each time his inventory resets:

Varmint Rifle Scope
Varmint Rifle Extended Mags
Varmint Rifle Silencer
9mm Pistol Extended Mags
9mm Pistol Scope
.357 Revolver HD Cylinder
.357 Revolver Long Barrel

So you got about a 14% chance that he'll have a scope each time he restocks. Happy hunting.

I got lucky on my second playthrough and left Goodsprings with both the silencer and the scope. Sometimes though it takes ages to get a decent silenced weapon.

Just get the ratslayer, it is a black varmit rifle, with a silencer, night-scope, extended mags, and is awesome!!!

Yeah, but you can't get it right out of Goodsprings. Not without dying. A lot.
