I was told to report to Ranger Grant, and when I talk to him he just says we have a lot to do and my only reply option is "Goodbye". He then says "bye" in a weird voice, like he's darth vader in power armor. Totally gamebreaking

I had the same issue with Grant, but I waited a few days and came back and he gave me the option to start the event... so idk if its a bug or what happened but I eventually got it working. Try reloading the game or something.

When I did this quest I think I found Grant inside the gift shop he said catch me outside when your done with your investigation which was optional. So I did my sweep of the dam found the conspirator and went back outside the Gift shop told him I was ready then teh president came in on a vertibird went back to the casino after that.

When your outside the gift shop theres a tower behind the presidential platform with a NCR sniper patroling climb up that tower and he will initiate the conversation, if he doesnt you either are at the wrong tower or just go inside the tower and find the dead body.

also how do you make a spoiler tag so I dont have to show spoilers like this lol

do you mean when you go outside right next to the river? is there a ladder or something? oh,and spoiler tags are in othere styles,spoiler.

The tower has a ladder that goes up to the top from the outside, its a tower on the dam thats behind the platform where the president speaks if your having problems finding this tower go to all the towers on the hoover dam that have a ladder to go up. This is optional to talking to Grant but if you dont then you need to keep an eye on that sniper cause he is with the legion and will splatter the presidents brains.

are all the doors supposed to be locked?
because almost all the doors to hoover dam(except the one by the river)are locked,and i only found one tower that wasnt locked

lol I thought you were saying you couldnt get Grant to initiate the dialogue to start the quest.
To get outside you dont have to go through any locked doors just make your way back up stairs to where you came or if your at the bottom of the dam and find a door that leads out just quick travel back to the dam and that should put you about where you want to be. The president isnt inside the Dam he comes on a helicopter once you talk to Grant.

ok,this is what happened,i got into the visitors center,the start of the dam,talked to ranger grant,said goodbye,then immediatly talked to him again and told him that i didnt want to search around the dam.he then left out the door to power plant one,and i never saw him again.the door at the top of the steps to hoover dam in the visitors center is locked,and there are only two other places that i can get outside of the dam.one is a guard tower in the offices and one is the walkway by the river that can be acesed from power plant 2 or power plant 4.wow,thats a looooong paragraph

but that shouldnt be needed there was no locked doors for me when I did this quest and if you do do that save.

to be honest man u r pretty much screwed i had this happen to me during another quest where a door was label as i needed a key and i was trapped inside the building.

FYI when you play a Bethesda game you need to have a minimum of 5 different game saves.

this is whats happening to me. i cant initiate the quest for some reason.. its really lame cause i cant progress.. any ideas or a fix etc?
