How do I create a global variable for my Skyrim mod?

In Oblivion, mods could have their own global variables. This was useful for centralizing mod-specific settings and was also helpful for players who wanted to fine-tune mod parameters and settings. I don't see an equivalent in Skyrim - there are only "Settings", and there's no option to create a new setting. What's the proper way to do mod-specific global variables in Skyrim?

You can create them in the CK, they are listed in the sidebar on the left under "Globals" or "Global Variables" (can't recall at the moment). Once you create one it can be modified by users (if you want them to do so) by opening the console and typing "set to "
