That's a good question. I wish I knew the answer. There's gotta be a reasonable answer.

This has come up before. As I recall, the feeling is that it is a boo boo covered up by saying that how he wears the amulet is unknown. There is a another problem with Mankar. It is believed his mother was Bosmeri. In TES lore, a child is the race of its mother, so why he is an Altmer is another oversight/mystery. I'm hardly an expert in these matters and would gladly yield to someone with better info.

It's been speculated that Mankar Camoran is Dragonborn, same as the Septim line, and that allows him to wear the Amulet of Kings.

Another theory is that he can wear because he's Mankar F'n Camoran, and he makes his own rules. He can wear the Amulet because he wills it so. It hypes him as a villain to see that he is able to wear the Amulet. I completely refuse to believe that Mankar wearing the Amulet is some kind of "mistake." Same as his speech where he gets the Daedric Prince's realms wrong. If anything in Oblivion is important to the lore of TES, it's Mankar Camoran and his books.

Maybe he just tied a REALLY big knot in the chain so it couldn't slip off ;p

It's not like Akatosh is going to uphold the Alessian pact just because some uppity elf stuck a pendant on his neck ;) (Of course, Akatosh's refusal to uphold the pact and let the forces of Oblivion claim mundus just because they took too long giving a necklace to someone makes me wonder how serious he is about his creation. Especially given the prophecy one day he'll get hungry and just nom it down anyway)

You only see him wear it in Carac Agaialor, his own palace in his own world. He makes the rules there, so he can do so. But conversely, the Amulet doesn't do anything there, so it's kind of pointless, except as a statement of defiance.

That still leaves undecided whether he'd be able to wear in in Tamriel. Probably not, it would slip off him as soon as he left his own world.

He did wear it though, you see him wearing it as he enters into his own paradise.

Right, discussed many times before. The consensus is that he is from an alternate Royal line (I think via Camoran Usurper). The common knowledge was that only a Septim can wear the Amulet, but this may be incorrect. In the game, like in real life, not every thing your hear or read is true. And that may be because it was not common knowledge that another Royal blood line existed.

(It could also have just been an oversight by the developers)

He did wear it though, you see him wearing it as he enters into his own paradise.

Right, you can see that he is wearing the Amulet in the Dagon's Shrine quest.
