How did Titus Mede run Cyrodill?

Im working on a character backstory for my character i am creating in Skyrim and was curious to see if anyone knew how Titus Mede ran Cyrodill, He took the Imperial City by force so I was curious as to how he ran Cyrodill, The UESP said He set a Dynasty (does this mean a new blood line? or a new way of ruling? like the Empire)

Was he a Tyrant? Or did he follow How the Empire was run?

I'd say he's a tyrant from what I gather. Not in the modern day, evil sense, but in the ancient Greek definition (not necessarily an evil thing). He does have advisers, and he is the crowned emperor of Cyrodiil, and only Cyrodiil. With the way things are, I'd say he's trying to just bring law and order to an otherwise lawless Cyrodiil, and protect its borders from Thalamor terrorists coming from Valenwood. He does have his version of the CIA out and about, and does use them to assassinate people who could try to undermine his rule. The situation in Cyrodiil is very shaky.

Also, the Septim line is dead. Dead, dead, dead, dead, dead. Titus Mede was the only guy with the balls to take a look at the situation, and realize that 400 years of constant chaos wasn't a good way to go, like in the 2nd era. So, he rallied up his Colovian warband, and began to try and unite Cyrodiil once again.

You just can't say that enough, lots of people seem to think that Tiber's Empire is still intact. I don't think it really gives an in depth look at the government of Titus Mede, though we know he started out as a warlord in Colovia, so I'd agree with Hellmouth and say he's a tyrant in the ancient sense and not in the modern sense, he is an Emperor afterall.

I still don't understand why he did what he did to his son though. I mean, if Attrebus was going to follow him as Emperor, wouldn't he have some value in making sure that Attrebus was at least a competent successor?

I don't get that either. The only explanation that occurred to me is that Titus was trying to shelter his son, and ended up overprotecting him instead. Maybe Titus didn't want his son to be a warlord as he had been, and thought Attrebus could be a ceremonial monarch/figurehead instead.

Such a fragile state Cyrodiil and Tamriel is in, it doesn't surprise me that he would try and keep the sole heir of his Empire safe and away from all those who would gladly see the Mede dynasty end before it could really begin.

Reading the Lord of Souls excerpt, it seems he is cautious and deliberate in his actions, observing and anolyzing for extended periods of time while moving his pawns into position and then striking with overwhelming force. That he is a tyrant and warlord doesn't mean he's dumb, on the contrary, the fact that he controls most of Cyrodiil including the Imperial City without any supernatural help means that he's probably the smartest person in Cyrodiil when it comes to politics and military matters.

As to his handling of Attrebus, it might be that he didn't have a plan for his heir at all and when he realized this he let the assassination attempt on Attrebus to proceed in an effort to toughen him up.

There's a good passage in "The Infernal City" where Titus Mede mentions that he took the Imperial City from the last warlord with only a few thousand troops, and is nailing back the old Empire with a handful of rivets and baling wire (or words to that effect). In other words, I'd agree that he was someone who saw power was lying in the streets for anyone with the guts and ambition to pick it up, and that he's a realist about himself. (I don't think he has the "Mandate of Heaven" the way the previous dynasties did, but that's another topic.)

It's unfortunate that he apparently rejected the institution of the Blades and formed the Penitus Oculatus instead, but I don't know if Titus was the one who began the persecution of the Blades or if this started before he took power. We'll know the timeline when "Skyrim" is released.
