I believe they don't react at all. Basically you can swing or fire at them, but it won't have any effect. advlts get kind of annoyed, though, and tend to attack you for it. It can be quite amusing when you use a mini nuke on a town, and a little child just walks out of the fireball like a terminator.

It makes them hostile and they flee (or rarely fight back) but they are essential and thus cannot be killed.

You can shoot them and hit them but the kid will just runaway. Usually the town attacks you though if you do it, unless you get a child killing mod if you play on PC but that is a different story.

There are also no blood effects, obviously. It was possible to kill children in the earlier Fallouts but because of graphical realism there's no way that could be allowed today.

I had the impression that my shot went actually through that girl on Mothership Zeta instead of hitting her without causing any effects. (What? She forced dialogue after dialogue upon me when I explored the areas adjacent to the engineering core, just to say "what's up"!)

Bryan Wilks forced a dialogue with me when I was fighting a fire ant once. This was pretty awesome, actually, since he was standing between the ant and me. Since the gaming world freezes in dialogues, he was basically standing between my assault rifle's bullets and the fire ant's firebreath during the entire dull conversation.

I guess that the devs mean that you can't kill children in Skyrim; that there won't be effects if you shoot/swing the weapon at them; and most likely that they will be absolutely obnoxious so that you become quite enraged about them very fast.
