I downloaded the DLC, but nothing has indicated it yet. Do I have to initiate it somehow?

Gun Runners Arsenal is a collection of weapons that will appear in vendor's inventories. Try going to the Gun Runners store. Any gun or mod you see with (GRA) next to it is something that has been added as a result of the download.
