How does OB level-scaling differ from FO3 Level-scaling?

Because apparently Skyrim's will be similar to FO3's, so I was wondering how they differ?

Oblivion scaled EVERYTHING. Enemies, equipment, loot, even friendly NPCs, were all leveled from a list.

Fallout 3 uses a variation of this. While some enemies do become stronger as you level, it's not so absolute. Raiders never acquired power armor, so even though maybe they were a bit tougher, eventually raiders were an easy enemy to defeat. Enemies also typically do not scale DOWN in levels. If you fight a deathclaw at level 1, you will die. It will not scale down for you.

Essentially, what we're looking at here is a system that has been refined to still reward the player for leveling. Some enemies will tough at fist, but easier as you gain levels. Some enemies will be impossible to defeat until you gain levels, as they are not scaled down. And some enemies will be leveled to provide an appropriate challenge. I also assume that the version of level scaling used in Skyrim will be even more refined than in FO3. Level scaling itself isn't a bad thing, but when done Oblivion style, as in the entire game is leveled, than it takes the satisfaction out of advancing level. FO3 fixed this almost entirely, and Skyrim will most likely finish the job.

Again, most of this is just speculation. The only fact that we know for sure is that the system will be more like FO3 than Oblivion. Which is a very very good thing.

In oblivion whenever you level up EVERY enemy in the game leveled up with you so they were always pretty much on the same level as you. In FO3 there were zones that had set levels to them and when you enter that zone the level of the enemies was locked. So if you go into a level 5 area as a level 1 chances are your going to get wrecked. The level scaling comes in so lets say theres a play thats originaly a level 5 place but you never visit it untill you reach level 15 the level of the enemies scales up slightly so now its a level 10 place when you enter and thus locking the levels of the enemies at 10. The enemies do scale with you if you have never been to the section of the world they are from BUT it does not go level to level with you. Its more of a partial scale with you so they are the ones technicly not keeping up but still going up so when you hit level 30 and go into a place that you have never been to thats originaly slated as a level 5 place your not completely destroying them, instead they are closer to level 15 or so so they still get destroyed but its not too easy for you.
