Because apparently Skyrim's will be similar to FO3's, so I was wondering how they differ?
Oblivion scaled EVERYTHING. Enemies, equipment, loot, even friendly NPCs, were all leveled from a list.
Fallout 3 uses a variation of this. While some enemies do become stronger as you level, it's not so absolute. Raiders never acquired power armor, so even though maybe they were a bit tougher, eventually raiders were an easy enemy to defeat. Enemies also typically do not scale DOWN in levels. If you fight a deathclaw at level 1, you will die. It will not scale down for you.
Essentially, what we're looking at here is a system that has been refined to still reward the player for leveling. Some enemies will tough at fist, but easier as you gain levels. Some enemies will be impossible to defeat until you gain levels, as they are not scaled down. And some enemies will be leveled to provide an appropriate challenge. I also assume that the version of level scaling used in Skyrim will be even more refined than in FO3. Level scaling itself isn't a bad thing, but when done Oblivion style, as in the entire game is leveled, than it takes the satisfaction out of advancing level. FO3 fixed this almost entirely, and Skyrim will most likely finish the job.
Again, most of this is just speculation. The only fact that we know for sure is that the system will be more like FO3 than Oblivion. Which is a very very good thing.
