How 'dynamic' are quests?

In the past year I've really gotten used to (read: fallen in love with) more 'dynamic' quests rather than the static, linear type. Guild Wars 2 has the events (love those), FFXIV has FATEs, is there anything like this in ESO? From what I've seen of it so far I don't recall seeing much in this respect. Is it the more traditional "static npc stands around waiting to talk to you" or is the world a little more alive than that?

Very specific question I know, but looking to take on this game full time, however I would really, really miss the dynamic nature of quests in some other mmos.

I saw something about something they called "distractionary gameplay". Found a quote from a quick google, no idea of the original source -

You will find much to do on the way to complete your quest, including other quests. Quite Skyrim-ish by the sound of it.

What that over there .... Ooh a cave. I will just have a quick peep inside before I continue with my quest. Just for a moment. Won't delay me long. Be back on track in just a sec.

You will not finish that original quest today now ..... nooo :blink:

That is really cool. This is random stuff that will just pop up, not a bunch of preloaded stuff that you eventually encounter.
