How do enemies level?

I know they get tougher further south, but do stronger enemies show up in the game like they did in Fallout 3 after level intervals?

I can't seem to figure it out. I'm "mid section" on the map and some fights have been really tough for the area, as I notice more creatures have titles (screw you, Razorclaw Mirelurks!). However, I'm not sure if this is normal or they're leveling up too.

The reason for the question comes down to settlement crafting, which rewards me a boat load of exp and leveling (well rested boosting this).

I already feel under powered, so I'm thinking this may have a Skyrim effect whereby crafting is probably more harmful than helpful.

It is kind of similar to how Skyrims dungeons were set up. Basically in each major area of the map, there is a level range, lets say, for example, one is level 15-25, also certain enemies, like the black security drones, are not effected and instead follow a scale specific to that monster type, for example, you will never find one under level 30. While in that area, the enemies will scale within that level range. For example, if you are lower then level 15 in the example area, they will be level 15, even if you are level 5, but if you are level 17, they will be about level 17, give or take, but once you read level 30 for example, you will still, for the most part, be fighting level 25 enemies in that area

Now, this is just a VERY easily explained version, but that is teh gist of it as far as i know

so, you are a bit correct, by focusing on crafting, finding item, etc perks you are going to be weaker then those who focused on the combat skils, but it is not directly always like that.

Is level increasing only towards the south or towards the East as well. I tried going east at the beginning, when I discovered Tenpines Bluff and ran into super mutants, so I figured east zones are similar to south.

Another question: If I discover a site, like a building, but do not enter it, does that determine the level of enemies inside, when I do enter it? I am currently working on Brotherhood of Steel quests and exploring west of Cambridge. But I already "discovered" some buildings inside Cambridge, like Union Hope central and Fraternity 115. I discovered them when I was around lvl 15. I did not enter any of them, but only got close enough to get them permanently on my map. So, if I enter them when I am, let's say lvl 30, will I find lvl 15 or lvl 30 enemies inside?

What if I already cleared a building at lvl 15, but later get a quest or decide to clear it again at lvl 30. Will I find enemies at lvl 30 (or higher than lvl 15) when I go to clear it for the second time?

There is a low level zone from value 111 extending down towards Lexington and a bit out to the sides. Then the further you get from that zone the higher the levels are.

Each area and location has a range of levels so the start area has a range of levels 1 to 5, so if you are between levels 1 and 5 you will find enemies of roughly the same level as you. Once you pass level 5 the enemies will cap at level 5. With some of the edges being levels 45+.

As far as I am aware previous visits to a location have no effect on the level of enemies in that location.

That's what I thought.

I considered re-rolling, but at level 26, I think I'll keep going. I may not be on equal par, but I'm holding my own. Those Razorclaw Mirelurks were tough, but they ended up dinner.

I just wish there wasn't exp given on settlement building. I'm quite sure I leveled up at least five times because of it. Early on, I didn't realize breaking down an item and re-crafting it would bite me like this. Now I know.

I think I stay north of Diamond City for a while. I know there are better items out there, but for now, my weapons are good enough (maxed for the rank, at least).

That 15 fire damage 10mm I found has really been helpful. :)

Just as long as the game isn't like Borderlands.
I dislike the argument - 'for balance'. It's a war. Balances are the 1st thing to go apart from the truth ;)
The whole point of getting that new gun, is to make the balance un-even.

From what I've seen, raiders & such don't necessarily advance a level, but their armour might be better then before, so it's *almost* like Borderlands in that aspect.
